A dispatch company is a company or an organization that cooperates with Japanese unions to send interns to Japan for training and working.
The role of the dispatch company
For foreign laborers
Receiving registrations
– Male/female workers aged 18 – 35, who have completed high school and wish to go to Japan for labor export to increase income and improve their family’s life, or to learn advanced Japanese techniques to contribute to the country’s development after 3 years, can learn about and register for the Technical Intern Training (Labor Export) program at dispatch companies.
– In addition, workers wanting to go to Japan for labor export must also meet certain criteria as regulated, such as being physically fit for labor export, having no criminal record, no tattoos, etc.
Screen and select candidates
– Each job order in Japan has its own recruitment criteria, requiring certain standards to be met by the workers. For example, “Food processing fields only need unmarried women aged 22 – 27.” This is one of the criteria set by Japanese businesses for dispatch units.

After setting the date and time for the job order examination, 1-2 days before, representatives from the union & Japanese businesses where the interns will work in the future come to participate.
– Japanese representatives will directly interview and grade the candidates participating in that job order. The recruiting business will make the decision on which candidate to choose for their company. (The dispatch company and the union will not decide which candidate is selected for the job order)
Protecting the rights of laborers working in Japan
Whenever any incidents occur in Japan affecting the rights of laborers, the labor union along with the Japanese labor export company will step up to ensure and reclaim those rights for you.
Completing the procedures for working in Japan under the Techinical Intern Program
– After suitable candidates are carefully selected for Japanese enterprises, the labor union, in coordination with the dispatch company, complete all necessary documentation for each candidate and send it to Japan.
– When the documentation arrives in Japan, the labor union will receive it, then supplement the necessary documents and send them to the relevant authorities to apply for residency status for the candidates.
– Upon receiving residency status for the Japanese trainees, the labor union will send it back to the dispatch company.
– Immediately upon receiving residency status from the Japanese labor union, the company will apply for work visa.
Things to know when choosing a dispatch company
All dispatch agencies operate in the field of labor export under the supervision of the Department of Foreign Labor Management and the Ministry of Labor in your country. For example, in Vietnam, reputable dispatch agencies must have a license issued by the Ministry of Labor, Invalids and Social Affairs to operate in labor export.
Furthermore, the social organization of labor exporting enterprises is the Vietnam Association of Manpower Supply (VAMAS), which annually conducts assessments and rankings of dispatch agencies.
The assessment and ranking of dispatch agencies are based on a code of conduct and are expressed in stars (up to 6 stars, with a maximum assessment of 5 stars per year).
On April 24, 2018, VAMAS collaborated with the International Labor Organization (ILO) and the International Organization for Migration (IOM) to organize a workshop and announce the assessment and ranking of sending agencies.

Difference between dispatch agencies and labor brokerage companies
- In the Trainee program, besides licenses for recruiting professions and jobs, dispatch agencies also need a separate license to operate in the field of overseas labor export and must deposit funds with the government.
- Typically, labor brokerage companies do not have a license to work directly with the labor union to organize the sending of foreign laborers abroad, including recruitment and interviews with companies.
- Brokerage companies cannot intervene or support trainees when they go to Japan to work like sending agencies.
